If this will give people financial incentive to buy more fruit and vegetables, I think it's a good thing.

I agree. Wasting 30% of our food, partly because it's "ugly" is just ridiculous. My grocery store has been selling bags of less than perfect apples for a while now and I always buy a bag whenever they have them. I also buy "scratch and dent" produce from the table where they put the bruised and slightly aged stuff, just to keep it from ending up in the garbage. Often the produce I find there is just perfect but looked a bit banged up.
