"Wheat flour" or "whole wheat flour." Difference?

Jeff: We have all your DVD's. Great listening. Anyway you said if the label says "wheat flour" it's NOT whole wheat flour. The label must say "whole wheat flour" and be spelled that way. How is this possible? Am I missing something? Is "wheat flour" nothing more than "white flour" and if so how can they get away with doing that? Thanks.

Legal loopholes

It’s spelled out at the FDA site

To be a whole grain, the grain must have one of these 5 qualifiers before it, Whole, Cracked, Stone Ground, Rolled or Sprouted.

The only exception is Brown Rice, it can just say Brown Rice

Some small companies and local businesses dpending on size, don’t always have to meet these guidelines
