Bread is a starch, so it is allowed on the McDougall diet.

However, if you are trying to lose weight, be aware that bread is relatively calorie-dense. And therefore may not be a good choice.

Meantime, you might check out Dr. McDougall's color picture book...it provides a good summary of what he does, and does not, recommend:

Make sure that the bread has no oil.
Whole wheat is preferred.

I had testing done for food sensitivities about a year and a half ago, and one of them was wheat, (but surprisingly not gluten). Do these sensitivities usually go away when a person fully implements the Starch diet?
