The first time I got my Vitamin D tested, about three years ago, it was low at 14.4. My doctor wanted to put me on supplements, but I spent three months making an extra effort to get more sun exposure. I raised the level to 38.1 with no supplementation, and I have medium-tan skin. YMMV of course.
