Thanks. It sounds like you're suggesting that he recommends it without regard to the health benefits of green vs herbal tea; maybe like drinking water with a lemon?

Yes. He's not saying drink herbal tea or water with lemon because it's good for you. He's saying cut out the caffeine and offering substitutions like herbal tea or water with lemon.

Dr McDougall has kindly answered my email :) He stated that not everything is included in the book. He also stated that his recommendations about tea are clearly spelled out here:

Based upon this, we'll definitely stick with green tea. Thanks to everyone that contributed to this thread. It's been interesting.

Herbal tea has no caffeine.

Hence the difference.

But some herbal teas have tannins in them, (Rooibos for one), that will block iron absorption. Green and black teas also have tannins in them.
