Are plantains classified in this WOE as fruit or starch (or both)?

I'd say the green ones are a starch. The riper they get, the starch turns to sugar.

They can be either. Plantains are often called 'cooking bananas'. When they are green they are used as a starch not unlike potatoes. If you let them ripen the starch will convert to sugars and then they are used in sweet dishes.
I wait until the skin turns almost totally black and the plantain softens at which time the plantain is fully ripe, sweet and gooey but delicious.
